Public Consultation on the Higher Education & Research (ESR) Act

ACT Step by Step is a methodology developed by ADEME aimed at helping companies build an ambitious decarbonization strategy and associated transition plan, with the goal of contributing to carbon neutrality by 2050. 

Originally intended for companies, an adaptation of the methodology to the Higher Education and Research sector was carried out in two stages: 

  • an adaptation work for public research organizations initiated in late 2022 at the initiative of INRAE (more information here
  • an adaptation work for higher education institutions initiated in late 2024 at the initiative of Toovalu and CIRSES as part of a collective ACT* operation involving 12 Higher Education and Research institutions. 

These successive works have led to the development of a first version of a method for Higher Education and Research institutions (ESR). 

To ensure the robustness of the methodologies proposed by the ACT initiative, ADEME is holding a public consultation to gather feedback from all professionals or citizens interested in providing comments, feedback, and contributions on this first version of the methodology.

Definition of ACT Step by Step in a few words

ACT Step by Step is a method of structuring and progress aimed at helping companies establish a decarbonization strategy and a transition plan.  

ACT Step by Step is based on the ACT Evaluation methods (sector-specific and generic) which aim to assess companies’ transition plans. These methods help identify the most relevant action levers based on each sector’s characteristics and provide an aggregated score of three scores (performance, narrative, trend). This aggregated score allows to assess the credibility, robustness, and level of ambition of a company’s climate transition plan in light of the Paris Agreement objectives.  

The ACT Step by Step method is based on ACT Evaluation indicators and guides the company through a structured approach to progressively identify the right axes and action levers to build its strategy and transition plan.
